Job Summary:

The Correctional Complex Administrator is responsible for overseeing the daily operations of a 4,000 bed specialized men’s prison complex involving multi-custody inmates. This role ensures the effective management of staff, inmates, and resources to maintain safety, security, and compliance with state and federal regulations. The Correctional Complex Administrator will lead efforts to develop and implement policies, procedures, and programs that support rehabilitation, reentry, and the overall mission of the correctional system.

Key Responsibilities:

  • Executive Level Complex Management:
    • Oversee the daily operations of the correctional complex, ensuring a secure and safe environment for staff, inmates, and visitors.
    • Manage the allocation and use of resources, including budget oversight, to ensure the complex operates efficiently and within financial constraints.
    • Ensure that the complex complies with all state and federal regulations, standards, and policies.
    • Lead, supervise, and mentor a team of correctional officers, administrative staff, leadership, and other complex personnel.
  • Health Care:
    • Work collaboratively with the Deputy Commissioner of Health Services and Associate Director of Behavioral Health to ensure patient access to physical and behavioral health services. 
    • Participate with health services strategic planning and medical administration committee meetings. 
    • Coordinate responses to health emergencies, including infectious disease outbreaks or mass casualty incidents within the complex. 
  • Programs:
    • Work collaborative with the Deputy Commissioner over inmate programming to facilitate the appropriate rehabilitation of inmates.
    • Facilitate the implementation and monitoring of programs designed to reduce recidivism, including educational, vocational, and therapeutic initiatives.
    • Ensure that inmate rights are respected, and that grievances and issues are handled promptly and fairly.
  • Security:
    • Oversee inmate intake, classification and housing to ensure appropriate placement.
    • Develop and enforce policies and procedures to maintain the safety and security of the complex.
    • Conduct regular security audits, drills, and inspections to identify and address potential vulnerabilities.
    • Coordinate with internal/external law enforcement agencies and emergency responders in the event of an incident.
  • Administrative Services/Logistics:
    • Develop, review, and update complex policies and procedures in line with best practices and state, federal, and legal requirements.
    • Ensure compliance with all applicable laws, regulations, and standards, including those related to inmate treatment, staff conduct, and complex operations.
    • Liaise with external agencies, including law enforcement and regulatory bodies, as needed.
    • Prepare and submit regular reports on complex operations, incidents, and performance metrics to the Deputy Commissioner, Chief Deputy Commissioner, and Commissioner.
    • Maintain accurate records related to inmate management, staff activities, and complex operations.

Qualifications:

  • Education:
    • Bachelor’s degree in criminal justice, public administration, or a related field.
  • Experience:
    • Minimum of 10 years of experience in executive level correctional complex management, with at least 3-5 years at the level of Warden or equivalent.
    • Extensive knowledge of correctional complex operations, security procedures, and inmate management. Executive level implementation of a “Unit Management” staffing model is preferred but not required.
    • Experience in budget management and policy development.

Note: Additional education and/or experience above that which is minimally required, may be substituted on a year for year basis.

    • Excellent communication and interpersonal skills, with the ability to interact effectively with staff, inmates, and external stakeholders.
    • Problem-solving and decision-making abilities, particularly in crisis situations.
    • Knowledge of state and federal regulations related to corrections and inmate rights.
    • Proficiency in the use of correctional management software and other relevant technologies.

Physical Requirements:

  • Ability to work in a correctional environment, including the ability to respond quickly to emergencies.
  • Physical stamina and the ability to stand or walk for extended periods.

Additional Requirements:

  • Applicants must possess a valid driver license from their State of residency.
  • Applicants must successfully complete a background investigation.

Working Conditions:

  • The position is based in a correctional complex and may require working non-standard hours, including nights, weekends, and holidays.
  • Occasional travel may be required for training, meetings, or other duties.
