Colorado Department of Corrections (CDOC) Chief Financial Officer – Office of Finance and Administration

The Colorado Department of Corrections (CDOC) is seeking a dynamic leader to serve as Chief Financial Officer, overseeing the Office of Finance and Administration. This key leadership role provides supervision and broad oversight of budget and business operations, finance, purchasing, contracts, correctional industries, facility management, grants, payroll, and other administrative functions as assigned.

The CFO works closely with the Executive Director and Deputy Executive Director to maintain relationships with internal and external stakeholders, including DOC staff, government officials, legislators, law enforcement, and community partners. The role represents the Department in various capacities and manages critical functions like leases, security, intergovernmental agreements, and headquarters maintenance.

Primary Duties:

  • Build consensus and advance agency goals by engaging diverse stakeholders, including state and local officials, legislators, and the public.

  • Collaborate with budgetary and audit committees, state offices, and legislative bodies on financial and operational matters.

  • Testify before legislative committees and represent the Department as directed.

  • Manage teams responsible for finance, purchasing, contracts, correctional industries, and facility services, ensuring compliance with laws and policies.

  • Lead innovation and problem-solving efforts to improve operational efficiency and customer service.

  • Work with executive leadership across operations, parole, clinical services, human resources, and more to address complex issues.

  • Develop and monitor performance measures aligned with the Department’s strategic plan.

  • Respond to major crises or emergencies within the Department's scope.

  • Perform other duties as assigned.

Minimum Qualifications:

  • Bachelor’s degree in Public Administration, Finance, Business Management, Criminal Justice, or related field (transcripts required).

  • Six years of progressive professional experience in budgeting, finance, or procurement within large, multi-level public safety or corrections organizations.

  • At least two years supervising subordinate staff and two years in public or business administration including strategic planning and budget control.

  • Substitutions allowed for education with related experience or advanced degrees (details provided).

  • Experience managing contracts, budgets, and diverse staff.

  • Policy analysis and implementation skills.

  • Excellent communication, negotiation, and consensus-building abilities.

  • Ability to develop and use performance and outcome measures.

  • Fluency in English, both written and verbal.

Preferred Qualifications:

  • Senior management experience in corrections or criminal justice.

  • Experience with inter-agency collaboration and legislative processes.

  • Proven ability to negotiate and testify on budget and policy matters.

Conditions of Employment:
