As Medical Director for the Maryland Department of Public Safety and Correctional Services, the incumbent is responsible for establishing, maintaining and developing medical policy for health services and clinically managing collaboration among contracted medical/mental health/dental and pharmacy teams providing health services to incarcerated individuals in the Baltimore Pretrial Complex and in the Department of Corrections in accordance with Secretary’s Directive 02-97.
 

The Chief of Health Services has a direct impact on the Department’s mission to provide health care services and program administration that assures a constitutional level of care. This position serves as a subject matter expert in delivering medical services using industry best practices with proven results, while leading all clinical aspects of the health services delivery system for a large population of incarcerated individuals.

 
Additional duties include:
  • Develop medical policy that is responsive to the changing landscape of treatment issues; administer all medical programs for DPSCS including somatic healthcare, the interface between somatic and mental health care, substance use disorder treatment, pharmacy, dental care, infection control, and quality improvement
  • Supervise contracted vendors and their clinical directors, through monthly meetings specific to medical/mental health, dental, and pharmacy vendors; regional multi-vendor administrative and clinical meetings, teaching rounds, and case reviews
  • Develop treatment protocols for the medical management of diseases and chronic illness
  • Coordinate with state, local, private and federal agencies as necessary for developing and implementing health care policy within DPSCS
  • Respond to correspondence to the Governor, Secretary, Legislature, Director of Medical Services and Commissioners, regarding incarcerated individual health care
  • Provide education and training to medical staff through in-service activities
  • Review all incarcerated individual deaths as part of morbidity and mortality review
  • Investigate outbreaks of communicable diseases within DPSCS facilities
