As a key member of the Office of the Secretary of DPSCS, the Deputy Secretary of Administration for the Maryland Department of Public Safety and Correctional Services (DPSCS) position assumes a leadership role overseeing procurement, financial services, human resources, real estate, the Office of Inspector General and the Inmate Grievance Office. 
 
Primary responsibilities include, but are not limited to:
  • Work collaboratively with the Secretary, Deputy Secretary for Operations, Assistant Secretaries, Chief of Staff and Agency Heads on matters involving fiscal, procurement, real estate operations, internal auditing, inmate grievances, labor relations, and human resources.
  • Provide expert knowledge and guidance to Executive Leadership concerning statutes, policies, and procedures relating to financial and personnel matters.
  • Direct and manage the preparation and administration of the Department’s $1.7 billion budget based on the priorities of the Secretary.
  • Represent the Department of Public Safety and Correctional Services in the offices of the Governor, General Assembly and in meetings with the American Correctional Association and National Institute of Corrections. 
  • Maintain a system of communication, enabling awareness of pertinent information at all levels; delegates decision-making responsibility at appropriate levels; provides qualitative and quantitative measures of work performance; assures accountability with minimum interference to service delivery.  
Education: Possession of a bachelor's degree from an accredited college or university. 
 
Experience: Eight (8) years of senior management experience in procurement, finance, auditing or accounting to include managing, developing, analyzing and implementing budgets.
 
Note:  Candidates may substitute additional experience as outlined above on a year-for-year basis for up to four (4) years of the required education.
 
A Master’s Degree in Business Administration, Accounting, Financial Management, Public Administration or a related field from an accredited college or university may be substituted for up to two (2) years of the required experience.
