POSITION DUTIES

As Medical Director for the Maryland Department of Public Safety and Correctional Services, the incumbent is responsible for establishing, maintaining and developing medical policy for health services and clinically managing collaboration among contracted medical/mental health/dental and pharmacy teams providing health services to incarcerated individuals in the Baltimore Pretrial Complex and in the Department of Corrections in accordance with Secretary’s Directive 02-97.
The Chief of Health Services has a direct impact on the Department’s mission to provide health care services and program administration that assures a constitutional level of care. This position serves as a subject matter expert in delivering medical services using industry best practices with proven results, while leading all clinical aspects of the health services delivery system for a large population of incarcerated individuals.
Additional duties include:
- Develop medical policy that is responsive to the changing landscape of treatment issues; administer all medical programs for DPSCS including somatic healthcare, the interface between somatic and mental health care, substance use disorder treatment, pharmacy, dental care, infection control, and quality improvement
- Supervise contracted vendors and their clinical directors, through monthly meetings specific to medical/mental health, dental, and pharmacy vendors; regional multi-vendor administrative and clinical meetings, teaching rounds, and case reviews
- Develop treatment protocols for the medical management of diseases and chronic illness
- Coordinate with state, local, private and federal agencies as necessary for developing and implementing health care policy within DPSCS
- Respond to correspondence to the Governor, Secretary, Legislature, Director of Medical Services and Commissioners, regarding incarcerated individual health care
- Provide education and training to medical staff through in-service activities
- Review all incarcerated individual deaths as part of morbidity and mortality review
- Investigate outbreaks of communicable diseases within DPSCS facilities
MINIMUM QUALIFICATIONS

Education: Determined by the Maryland State Board of Physicians.
Experience: Seven (7) years of experience including; five (5) years of full-time, wage earning, experience providing direct patient care, clinical management, or health care administration as a licensed physician in a general medical or surgical service. As well as two (2) years of general experience in a supervisory capacity or leader of medical programs, incorporating administration, personnel management, and fiscal oversight.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
- American Board of Medical Specialties, American Osteopathic Association or National Board of Physicians and Surgeons certification in a primary care medical specialty (Family Practice, OB/GYN, Internal Medicine, or Psychiatry)
- Possess an unrestricted license to practice medicine and surgery in the continental US and must maintain valid license(s) and certification(s) for continued employment in this position
- Correctional health care experience, academic health care institution experience, or hospital administration experience
Conclusion
The incumbent will possess the following knowledge, skill, and ability.
- Knowledge of correctional healthcare and/or community delivery systems both contracted and department managed.
- Knowledge of the current principles, methods, and techniques of the practice of medicine; of the analyses prepared by medical laboratories; of the principles and language of prescription writing; and of the nomenclature and uses of medical equipment.
- Knowledge of the current principles and practices of the administration of clinical and preventive health care services.
- Knowledge of policies and procedures related to the delivery of correctional health care preferred.
- Knowledge of national, state, and case laws applicable to the delivery of correctional health care.
- Knowledge of managed care systems, quality improvement programs, peer review mechanisms, telemedicine, pharmacy delivery stems, and medical logistics.
- Knowledge of training, capabilities, and utilization of mid-level medical practitioners.
- Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
- Skill to review and evaluate the provisions of clinical and preventive health care services. Skill to review and evaluate technical data and to prepare technical reports.
- Skill to diagnose and treat patients appropriately.
- Skills to direct the development, organization, management, and coordination of various medical disciplines.
- Skill to develop and direct staff in the implementation of effective clinical and preventive health care services.
- Skill in the use of computers and related equipment in a stand-alone or local area network environment.
